Cassopolis Family Clinic Network to Open Dental Office in Niles

Niles, MI, February 10, 2016 – A new dental clinic focused on serving patients who are either uninsured or covered by Medicaid is expected to open in Niles before the end of the year.

Mary Middleton, chief executive officer of Cassopolis Family Clinic Network, said the federally qualified community health center is about to finalize a deal to acquire a vacant building at 122 Grant Street that will become Niles Community Heath Center Dental.  Her announcement came following Monday’s meeting of the Niles City Council. During the meeting, Middleton discussed what CFCN is, what it does for the Niles community and its plans for the future.

In addition to opening a new dental clinic, Middleton said the CFCN wants to build a brand new health center in the City of Niles similar to the one it opened in Cassopolis in 2014.  Although Middleton did not provide many details about the project, she said CFCN is working on it with the city’s Community Development Director Sanya Phillips, the Niles Community Schools and an unnamed developer.

“We would be combining the Niles Community Health Center and our OB (Obstetrics & Gynecology) clinic,” she said. “It is a ways down the road but… we have plans to put a new health center here similar to what we did in Cass.  We are here to stay and we are committed to taking care of people in the Niles area.”

As for the new dental office, Middleton said they are in the process of finalizing the acquisition of the building from Lakeland Health, which donated the property.  Middleton said they would rehab the building and install as many as 12 dental laboratories inside. They expect to create up to 21 new jobs as a result of the project.  Its focus, Middleton said, will be serving people who are uninsured or on Medicaid.  A community needs assessment, she said, found that there are between 4,000 and 5,000 people in the Niles zip code area who have Medicaid or are uninsured and can’t find a dentist who will accept Medicaid.

“We are not here to put anyone out of business,” she said. “There are a lot of great dentists here in town… we are really here to be a safety net provider to take care of patients that can’t find access because of the type of coverage they have.”  Middleton explained that the CFCN receives a higher rate of reimbursement for Medicare and Medicaid patients than do private practitioners because the CFCN operates under the community health center model.  “That’s why we can afford to take the Medicaid patients,” she said. “Our financial model is kind of the inverse of a private practice.”

The dental clinic is expected to be open by Sept. 1, Middleton said.

Mayor Mike McCauslin, who sits on the CFCN’s board of directors, praised the CFCN for providing a service to an underserved population.  It is pretty exciting,” he said. “I am looking forward to the changes that are coming here to Niles.”

Cassopolis, MI, December 9, 2015– Since beginning in April 2014, the Healthy Michigan Plan (HMP) has provided health care coverage to more than 585,000 previously uninsured Michigan residents. Currently, the Michigan Department of Health & Human Services is waiting to receive approval on a second waiver from the Centers for Medicare & Medicaid Services in order to continue HMP as required by Michigan law. If the second waiver is approved by the end of December 2015, low-income Michigan residents will continue to receive health care coverage under HMP. However, if the second waiver is rejected, low-income Michigan residents could lose their HMP coverage on April 30, 2016.

The Healthy Michigan Plan, Michigan’s version of Medicaid expansion, was launched as a state option under the Affordable Care Act. With HMP coverage, low-income Michigan residents who have income at or below 133% of the federal poverty level are finally able to receive necessary primary and preventive health care services, as many who have become eligible are receiving coverage for the first time.

Cassopolis Family Clinic Network (CFCN), a Federally Qualified Health Center, provides primary and preventive health care to individuals residing in Cass and Southeast Berrien Counties. Following the launch of HMP, the number of uninsured Michigan residents seeking treatment at FQHCs dropped by 29.6 percent. Locally, CFCN saw a 10% decrease in uninsured visits and 10% increase in visits covered by HMP.

Between 2013 and 2014, Medicaid revenue has increased for Michigan Health Centers by 26.1 percent due to increased enrollment in Medicaid. This revenue increase has been and continues to be, reinvested in Michigan through providing health care services to more individuals, establishing new service sites and creating employment opportunities locally and throughout Michigan. In 2014, Michigan Health Centers increased the number of jobs by 12.5 percent and provided 4,577 full-time equivalent jobs in communities throughout the state. In 2013, Michigan Health Centers provided 4,260 full-time equivalent jobs.

The Healthy Michigan Plan enables CFCN’s Cassopolis Family Clinic and Niles Community Health Center sites to serve the health care needs of people in Southwest Michigan. As of November 16, 2015, 2641 Cass County residents and 9280 Berrien County residents receive coverage under HMP. With this coverage, HMP increases access to primary and preventive care for low-income residents. Since April 2014, more than 455,000 HMP participants have had a primary care visit, over 174,000 have had a preventive care visit and HMP has covered more than 52,000 mammograms and 27,000 colonoscopies.

If HMP coverage were to go away, approximately 450,000 people may not be eligible for financial assistance, as they do not meet income requirements for financial assistance in the Health Insurance Marketplace (income must be above 100% FPL or $11,770 for a household of one). As a result, people would need to rely almost exclusively on safety net providers including free clinics, hospital charity care programs and CFCN.

Cassopolis, MI, November 17, 2015– Brian Rouse, a certified physician assistant, has joined the medical staff of Cassopolis Family Clinic Network (CFCN).

Rouse received his associate of applied science degree in emergency medical services – paramedics from Kellogg Community College and his master of science degree in physician assistant studies from Western Michigan University.  He has recently completed his Physician Assistant National Certification from the American Association of Physician Assistants. Prior to his employment at CFCN, Rouse was a Paramedic with PrideCare Ambulance in Kalamazoo, MI.

Rouse has begun his career with CFCN at Cassopolis Family Clinic and will transition to Niles Community Health Center located across from Lakeland Hospital –Niles.  “I was introduced to the physician assistant career while working as a paramedic and chose to become a physician assistant due to the desire to build more substantial relationships with the people I come into contact with.  I enjoy solving medical issues and being able to educate my patients in a manner that is understandable for them,” Rouse said of his transition from a paramedic to a medical provider. “I felt welcome the first day I came to CFCN and look forward to taking care of the residents in our community.”

Nurse Practitioner Joins Cassopolis Family Clinic Network
Cassopolis, MI, November 10, 2015– Mphasa Bulaya, a certified Family Nurse Practitioner, has joined the medical staff of the Cassopolis Family Clinic Network (CFCN).

Originally from Zambia, Africa, Bulaya received her associate degree in nursing from Lake Michigan College and her master of nursing degree from Indiana University of South Bend. She has recently completed her Family Nurse Practitioner Certification from the American Academy of Nurse Practitioners. Prior to her employment at Cassopolis Family Clinic Network, Bulaya was a Registered Nurse at Lakeland Health.

Bulaya will soon begin her career with CFCN at Cassopolis Family Clinic and will transition to share her time at Ranger Wellness Center (RWC) located in Ross Beatty Jr. /Sr. High School. “CFCN is a good fit for me because I have vast experience in helping and caring for people of different ages. In Zambia, I was engaged in charity work organizations helping with the sick at a young age. My desire to help others grew and led me to become a Family Nurse Practitioner. I look forward to serving the patients of Cass and southeast Berrien Counties for years to come,” Bulaya said of her new career opportunity at CFCN. Senator Proos Visits Cassopolis Family Clinic

Cassopolis, MI, September 1, 2015 – Senator John Proos visited Cassopolis Family Clinic on Friday, August 21st to tour the facility and learn more about how the Community Health Center is increasing access to affordable health care for the residents of Cass and southeast Berrien County.

Senator Proos and District Representative Adam Mensinger spent over an hour with CFC leadership during their recent visit to the new facility.  Proos first took a tour of the facility stopping at the pharmacy, primary care, dental and behavioral health. On his tour he was able to speak with Community Health Worker (CHW), Stacy Lozada, to better understand how the CHW Program helps to assist patients with every day needs such as transportation and medication management.

Next, Proos sat down with Mary Geegan Middleton, CEO, to discuss the future of Cassopolis Family Clinic Network and its plans to increase access to primary care in the Niles community.     “I am proud of the great work that is being done by the Cassopolis Family Clinic every day in our Southwest Michigan community,” said Proos.  “It was wonderful to see firsthand the way that the clinic is providing necessary healthcare services to individuals and families that might otherwise go without.”
